The range of accredited analysis is, for now, limited to the determination of some inorganic compounds. The organic pollutants have a very high toxic potential, that\u2019s why the accepted limits for them are very low and their monitoring becomes a necessity, and the main objective of the project is to extend the accredited analysis in this field.<br \/>\nUE laws, which Romania must also apply, are very restrictive in this field. In this conditions, the existence of some labs which are able to realize this kind of analysis and to contribute to finding some solutions for removing this pollutes, is very important.<br \/>\nFor determination of pollutants in trace it is necessary to apply modern analytical methods, by using of performante equipments. The analysis of organic pollutants can be done by chromatographic separations. Quantitative and qualitative determinations can be done using the appropriate detectors. For hydrocarbon oil index, the optimum method is IR spectrometry. For chlorinated compounds determination the appropriate detector, after chromatographic separation, is Electrons Capture Detector (ECD), and for certainty of determinations a mass spectrometer is used as detector.Novelty degree of the project :<\/p>\n<ul>\n<li>Applying of the last editions of European and International Standards in an accredited environmental analysis laboratory;<\/li>\n<li>Existence of an accredited laboratory that cover all types of analysis destined to evaluate the environmental quality;<\/li>\n<li>High-tech analytical methodologies using gas chromatography \u2013 mass spectrometry;<\/li>\n<li>High analytical performances for detection and quantification limits, comparable with that from laboratories from EU;<\/li>\n<li>One of the first accredited laboratories from Romania that use these analytical methods.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<tr>\n<td height=\"15\"><\/td>\n<\/tr>\n<tr>\n<td valign=\"top\"><b>RESULTS ESTIMATED<\/b><\/td>\n<td>\n<ul>\n<li>The quality of the services offered by Environmental Analysis Laboratory, by improving of analytical performances of the applied methods will be improved;<\/li>\n<li>The new methods will be accredited according international standard ISO 17025:2005;<\/li>\n<li>A center for preparing of the specialists on this field will be create;<\/li>\n<li>Financing for studies and works for other laboratories will be obtained;<\/li>\n<li>Demonstrative actions for introducing of these methods in others laboratories will be organized;<\/li>\n<li>New collaborations with internal or external partners in common research projects will be realized. In these way, the laboratory will entered in the sphere of recognized and accredited laboratories;<\/li>\n<li>Can be estimated an income for laboratory by realizing of studies and works for the other laboratories;<\/li>\n<li>The \u201cimport of physical and chemical analysis\u201d will be reduced. In the present, a lot of economic organizations, appeal to services offered by external laboratories.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<tr>\n<td height=\"15\"><\/td>\n<\/tr>\n<tr>\n<td valign=\"top\"><b>RESULTS OBTAINED<\/b><\/td>\n<td>The project\u2019s main objective consists in accreditation extension of Laboratory of Environment Analysis of ICIA, for analysis of organic pollutants from environmental samples using gas chromatography coupled with mass spectrometry and IR spectrometry techniques.<br \/>\nTo apply these methods, the technical support is required and the acquisition of new equipments, similarly with the used in European laboratories. Was necessary acquisition of a gas chromatograph coupled with mass spectrometer having (GC MS) head-space and thermal desorption as accessories and a gas chromatograph with ECD and NPD as detectors to assure the required detection limits. For mineral oil content determination, an IR spectrometer was necessary.<br \/>\nAll the acquisitions were realized according Romanian legislation regarding public acquisitions: OU 30 from April 12, 2006. For acquisition of GC MS system with all accessories open auction was organized. For acquisition of IR spectrometer, contest of offers was organized.<br \/>\nAlso, in the first step of project, were studied the following standards that describe the analysis of organic pollutants from the environment:<br \/>\nSR EN ISO 6468: 2000; SR EN ISO 8165-1: 2000; SR EN ISO 9377-2: 2002;<br \/>\nSR EN ISO 10301: 2003; SR EN 11423-1: 2000; SR EN 12673: 2002; SR EN 12918: 2002; SR EN 15680: 2004; SR EN 16017: 2003; SR ISO 11046 : 1997; ISO 15009 : 2002; ISO 10382 : 2002;<\/td>\n<\/tr>\n<tr>\n<td height=\"15\"><\/td>\n<\/tr>\n<tr>\n<td valign=\"top\"><b>Other Informations<\/b><\/td>\n<td>otal value of the project: 725.000 lei<br \/>\n&#8211; budget: 725.000 lei<br \/>\n&#8211; cofinancing: 0 leiPurchased equipment:<br \/>\nMass spectrometer coupled with gas chromatograph having: head-space, thermal desorption and gas chromatograph with ECD detector Agilent Technologies.Characteristics:Gas-chromatograph Agilent Technologies GC 6890N<\/p>\n<ul>\n<li>completely controlled by software;<\/li>\n<li>programmable temperature;<\/li>\n<li>electronic control of pressures and debits;<\/li>\n<li>two inlets: a PTV and a Split-Splitless;<\/li>\n<li>Chemstation software.<\/li>\n<\/ul>\n<p>Mass spectrometer Agilent Technologies 5975B VLMSD<\/p>\n<ul>\n<li>mass range: 3 \u2013 1050 atomic mass units (amu);<\/li>\n<li>resolution: 1 amu;<\/li>\n<li>quadrupole mass filter;<\/li>\n<li>NIST spectrum library;<\/li>\n<li>headspace sampler G1888 with 70 places for analysis of organic compounds from water and soil samples;<\/li>\n<li>thermal desorption for analysis of air samples collected on absorbent tubes.<\/li>\n<\/ul>\n<p>FT-IR Spectrometer Perkin-Elmer<\/p>\n<ul>\n<li>optical system with a range between 7800 \u2013 100 cm-1 and with resolution of 1 cm-1;<\/li>\n<li>single \u2013 beam purgeable sample compartment;<\/li>\n<li>can be operate in: ratio, single \u2013 beam or interferogram mode;<\/li>\n<li>system connected to a PC, which uses Spectrum software.
