Objectives:
\nelaboration of an strategy on the implementation for biofuels on the Romanian market in order to promote the use of biofuels and other renewable biofuels for transport and agricultural mechanization specific fields;
\na plain regarding the biomass in order to promote the biomass for energy generation in accord with the assignments for Romania through the assumption of community aquis.<\/p>\n

  • elaboration of an strategy on the implementation for biofuels on the Romanian market in order to promote the use of biofuels and other renewable biofuels for transport and agricultural mechanization specific fields;<\/li>\n
  • a plain regarding the biomass in order to promote the biomass for energy generation in accord with the assignments for Romania through the assumption of community aquis.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n

DESCRIPTION<\/b><\/td>\nThe strategy elaborated by the present project implies the identification of the optimum stimulation ways for producing biofuels, as well as the necessary measures both to promote their use at large scale and to encourage the population to purchase auto vehicles which will function with mixed biofuels.
\nThe purpose is that, by applying the elaborated strategy for biofuels and the action directions regarding the biomass, Romania will be able to assure the biofuels import reduction, to follow the Kyoto Protocol standards and the obtaining of biofuels from renewable sources to become one of the primary directions, in the perspective of the year 2020, regarding the energetic development policies of Romania. At EU level, 50% of the produced energy from renewable sources is represented by biomass. A special attention is assigned to the capitalization of biomass and of its production potential. Further more, one must have in view that the biomass production represents a significant opportunity for the rural development. Thus, the goal of the project is, using the cost-benefit and SWOT analyses, to identify the best practices for stimulating the biofuels use and the optimum scenarios, applicable at national level, in order to increase the biomass use in transportation, electricity and heating.<\/td>\n<\/tr>\n

  • promotion of the use of biofuels or other renewable fuels;<\/li>\n
  • financial aid forms from Structural Funds for agricultural and forest exploitations endowment and\/or local communities with biofuel production systems;<\/li>\n
  • specific technologies for the use of biofuels and their advantages or disadvantages;<\/li>\n
  • objectives on medium and long term for the development of biofuel and biomass fields;<\/li>\n
  • a diagram containing the necessary actions and procedures, including calendar and responsibilities;<\/li>\n
  • evaluation of energy production costs from biomass in the specific conditions of Romania;<\/li>\n
  • strategy for increasing the biomass production;<\/li>\n
